The Children’s Promise Act, H. 4018, received its first reading in the House and was referred to the Ways and Means Committee. The Children’s Promise Act provides for an income tax credit for a taxpayer who makes certain contributions to a qualified charitable organization benefiting children.
The charitable organization must be a South Carolina based 501(c)(3) that provides services for the prevention and diversion of children from the custody of the Department of Social Services (DSS); the safety, care and well-being of children in DSS custody; creating permanency for children through adoption; prevention of abuse, neglect, abandonment, exploitation and trafficking of children; parenting classes to mothers and fathers and services to engage absent fathers in the lives of their children; and services to provide for workforce development services to children age 16 and older who are under the custody or care of DSS.
