Creating a tailored plan for a community

Understanding the Empower Action Model™

The Empower Action Model™ offers a framework for preventing child maltreatment and promoting well-being for all individuals through the intentional building of protective factors. It is a process and a commitment to building health, well-being and resilience for children and families in a way that is racially equitable, sustainable and meaningful.

When the Empower Action Model is implemented well, systems and policies intentionally promote health and well-being and reduce child abuse, neglect and other ACEs. It also works to make organizations more effective in what they do and helps communities thrive. Most importantly, it supports children and families so they are strong and can live to their full potential.

An important outcome of the Empower Action Model is that organizations, communities and state leaders develop and support ongoing prevention plans of action.
